No.
If you want a streetlegal VR6+turbo:
-more power max.20% (so max.power is 208,8hp)
-expensive emission test (one test ~1000€ in Finland company name VTT,even it fails. It´s also can be done foreign countries, example Germany/TUV etc)

If you can find a turbo kit that comes with all the certificates for the emissions (e.g. TÜV) and the power is not more than +20%, then it should be just paperwork... but it may be difficult to find such kit. The basic rule is that your car must fullfill the same emission limits it did when it was new... and you have to show it on a paper (certificate).
They don't measure the power in annual inspection and they don't seem to be even interested. It's just when you first time show your modification, then you need to have all the papers and certificates with you. I believe it's quite common that people get the paperwork done with lower power and retune after the first inspection. It's a bit like with chip tuning, you can't really fail in the annual inspection if the engine is not totally broken.

The Finnish legislation is a bitch when it comes to tuning cars. It's very very restrictive. I hope you can get your car road legal, because there aren't many VR6 Turbos on the road in Finland (less than 10?).
VTT is the Technical Research Centre of Finland and they also do these kind of emissions tests. I haven't heard of anyone actually going to get their car's emissions tested, but an urban legend tells of costs exceeding 1000 EUR (excluding VAT) per test run and you probably need a few runs to fine tune the engine management to get it to pass.
